JoAnn Simmons, M.S., M.F.T. is an energetic, conscientious professional with four decades of experience in the field of organizational training and development and psychological counseling. Simmons has a diverse background that began in government and international relations as a White House Intern and Assistant to the Director of Communications under former President Gerald Ford. She went on to Duke University and Claremont Graduate University for graduate study in those fields.
Given her communication skills and passion for helping people to understand the cognitive and emotional patterns behind their behavior, Simmons began a new endeavor into police work as an Administrative Analyst for Ontario Police Department. She later put her organizational skills to work managing and developing West Covina Police Department’s first Career Criminal Analysis Unit. From 1988-1990, Simmons served on the Ontario Planning Commission.

Returning to the University of LaVerne for her graduate degree in counseling psychology, Simmons began a career as a psychotherapist providing personal and group psychotherapy in a variety of settings. Being community centered, Simmons worked with the San Bernardino Domestic Violence Consortium helping to develop the current domestic violence offender’s program.
Simmons also developed other programs including the Juvenile Offender’s Mock Court Program, Family Focus Workshops, Power Communication Workshops and Woman’s Leadership Groups. Simmons also served as an adjunct professor at the University of LaVerne teaching psychology classes.
Simmons’ experience as an organizational consultant began in 1992 as the EAP Wellness Coordinator for Cucamonga Valley Water District. In addition to providing counseling for all employees and their families, Simmons developed and conducted multiple workshops on Rapport, Sexual Harassment, Workplace Violence and Customer Service Training. Most recently, Simmons completed the Executive Leadership Challenge Series; a rigorous training designed to transform CVWD’s foundational principles and core values into highly effective and dynamic leadership behaviors.
